Can you please elaborate what the septic system design actually means ?

1. It is just the percolation testing and the recommendation of the size of the infiltrators by the certified inspector (I already have that)
2. An actual drawing of the system and it placement on the land.



If 2. it is required to be done by an authorized person or can be done by the owner ?

From what you are asking, it has to be done by a licensed soils scientist. It is the design for the system you will have.

On bare property, there is often just a simple test to see if the land will support a septic system. Again the licensed person does this.
I would call your plumbing inspector to get the real answers to your questions.

Here is a good link from the Division of Environmental and Community Health, who regulate septic designs across Maine, license the soils evaluators, etc.. This backs up the above post; note that the local plumbing inspector does not regulate the design, only issues the permit to the design and then inspects the installation.

Not sure on the last question, but if Faberum means the owners installs the system to the approved design and permit, then IDK the answer. That would indeed be best asked to the local plumbing inspector.

When I applied for a building permit for my house, one of the prerequisites was an approved septic design.

I hired a soils scientist. He hiked all around the proposed building site and he took many soil samples. When he found an appropriate site, he gave me a set of plans for a stone bed leach field, and a cover letter stating that the design exists. That cover letter was attached to my building permit application.

A few years later, I constructed that stone bed leach field.
