Nope, you just need a $50 dashcam. If they are operating an illegal vehicle they have no rights being on public roads. Just like a pedestrian jaywalking has no rights if they are hit on a road that you did your best to avoid but they happen to walk in front of your car.

I don't think it's that simple. " Look I have proof it was his fault." OK Great. But "Juan" if that's his real name, has no insurance, no known address and no traceable means of income. So you waste time out of your day to get your car fixed, deal with the insurance company and when it's time for renewal enjoy your higher premium.
Premiums have to be going thru the roof. I don't renew till next April..can only imagine the increase.
