Is it possible, that the building departments can issue tickets for homeowners to appear in an actual courtroom to defend themselves for having allegedly done unpermitted work in their home solely based on a random anonymous caller making a complaint that unpermitted work was being done?

Sure they can. Anyone can sue. You have to defend yourself by inviting them in your home to prove that the caller was wrong. Otherwise, you broke the law and you got caught.

They can, but only if they verify it independently by linking the homeowner's IP address to internet postings where they confirm that unpermitted work was "allegedly" done.

Fortunately for you, I think Queens, Bronx and Kings County officials stopped monitoring City-Data forums to do this. So as long as you aren't in Nassau or Suffolk County you are still safe despite your posting.
