Get an attorney to write a cease and desist letter in terms of harassment of you and your family. It might be enough to scare him, but essentially it is has no teeth other than to be a check mark in the process of going all out in a legal manner. That said, very often it is enough to stop the activity because generally people don't like to mess with the law.
This is good advice. At this point the town is also cooperating with this harassment. There is absolutely no justification for this complaint to remain open after being investigated multiple times. I would consider sending that letter to the town as well as your neighbor.

Copy the Town Building Dept, town attorney and Town Engineer on it. They won't bother you anymore.
Thank you all for your advice and input. I hired a lawyer to help me with this.
I tried one last time to reason with the town, but nothing changed. I took videos and pictures of all the recent rain storms I've had. From morning to night showing no overflow from my dry-well and no puddles on his side of the yard or mine. I asked the town for evidence and proof showing my property the issue and they don't have anything. The issue is neighbor just keeps complaining to them. I even requested they check his property and recent changes he's been making to his house but nothing's been done.
The town told me i need a bigger dry-well because of the size of my house (1,965 sqft) and roof. The inspector did some calculation that he couldn't explain to me and told me i needed the 6x6 cemented drywell 140 gallon on one side of my house. I told him don't understand why, if i already have two gutter directing water to the front of my house and i have two 5x5 dry-well to the back on each side of my house.
I also brought up, that the neighbor has only two escape points for his house and we have the exact same property size. Why doesn't he need a dry-well. I then told the town inspector, I'm just going to put my gutters back. The inspector then the drainage issue from being the gutters/drywell to the patio which is on sand. It's crazy.
