I’m doing a lot of research and retirement planning and I'm focussing on KY as my retirement destination. I can’t for the life of me figure out this advalorum tax on cars in Kentucky. I’ve google’d my little fingers off and I can’t get an idea of how they figure it. I don’t need exact #’s, but I’m trying to get an idea of whether it’s like paying the equivalent of sales tax on your car every year (like the state sales tax of 6%) or whether it’s more like the tax rates you pay on your house, that’s like around 1% in KY, right?

You are correct, 6% tax on how much your car is worth. So if you have a brand new luxury vehicle, man it's going to be expensive each year to pay!
