I know that overall Indiana is not on the progressive end of bicycle friendliness, however a few select cities are working on that, and this list somewhat surprised me. As I understand it, The League of American Bicyclists awards a city a certain standing based on a number of factors, including bicycle network mileage, bike to work and bike month events, bike friendly laws and ordinances, percent of residents who commute using a bike, and various bike education programs. The League will bestow a city as Platinum, Gold, Silver, Bronze, or Bicycle Friendly in that order. Currently Indiana has no Platinum ranked cities, and just one Gold and one Silver ranked cities.


Bloomington is ranked gold, according to their studies over 4% of Bloomington residents ride bikes on a daily basis. Whether this is for commuting to work, or for pleasure, is not immediately clear to me.


Surprising to me, South Bend is ranked Silver, the second highest ranked bicycle friendly city in the state. I'm sure a lot of this has to do with the implementation of Smart Streets downtown, which offers a dedicated north and south bike lane that is part of the sidewalk, but designated for cyclists only, very similar to the cultural trail in Indianapolis. Along with the implementation of Lime Bikes and the addition of painted cycling lanes.


Other cities in Indiana that have Bronze status, ranked in no particular order:


Muncie
Goshen
Carmel
Columbus
Fort Wayne
Zionsville
Warsaw

To answer your question on why people are biking in B-ton--it's both, but lots of people bike to work, shopping, classes, etc. In town it's generally commuting. Out in the county it's for pleasure, if you think biking up and down the hills of Southern IN is a pleasure

Different groups have different criteria. BikesForPeople just ranked Carmel as the 13th best biking city in America. Bloomington was not ranked ahead of it. And you had to go all the way to 55 on the list to get to the next Indiana city, which was Indianapolis. They gave Bloomington an overall score of 1.7 compared to Carmel's 3.0. Their highest overall was 3.5 out of 5. Who knows what criteria is better.

South Bend's downtown has great bike access. Also, their riverwalk has tons of biking opportunities. The riverwalks in Northern Indiana (South Bend/Mishawaka/Elkhart/Goshen all have great biking in their downtowns near the riverwalks.

Andrew Luck rode his bicycle 42 miles on the Cardinal Greenway from Richmond to Muncie and has quite a few good things to say about living in Indianapolis and Indiana.

Muncie ain't too shabby in this regard. A longtime bike culture there.
I'd say Bloomington is number one, for no other reason than the Little 500 and Breaking Away.
