Chicagoland area is both politically and culturally separate from the rest of the state. I calculated the 2016 POTUS election results in Illinois MINUS the following counties: Cook, Will, DuPage, and Lake. The results are incredible:

H Clinton 927,139 (39%)
D Trump 1,283,826 (54%)

Yeah, but it's same situation in most states so if we did that we'd end up with over 1,000 states, lol. Cities tend to vote Democrat and outlying areas tend to vote Republican. This map gives you great insight. Zoom into any major metro and it's almost always Blue.

We don't change boundaries for temporary political expedients. Makes no sense.

So you want Chicagoland to be a separate state to Rural Illinois?

I'm assuming you're a democrat. This would absolutely hurt the democrats if it were to happen. This splits the electoral votes of Illinois up so that it isn't winner take all anymore. Chicagoland votes essentially 'counter' and 'suppress' GOP votes elsewhere.
