It applies to restaurants too so it could be a badly needed revenue booster for those with a liquor license. From The Trib:

"The bill would allow establishments to sell cocktails for pickup and delivery in sealed containers. Third-party services like Grubhub and DoorDash would be prohibited from making cocktail deliveries.

The measure, which was approved unanimously in the Senate and by a 104-6 margin in the House, also extends liquor licenses for 120 days and delays license fees for six months after restaurants and bars are allowed to reopen to the public. It would take effect immediately upon the governor’s signature and expire in one year.

I can't imagine enough business being generated by the "takeout" provision to make it worth keeping a bartender on staff. If you have to drink at home, you may as well pick up the ingredients from Binny's etc., and only pay a third or less of what it would cost you from buying a takeout from a bar. Maybe hotel guests via room service would use something like this, if not already available?

The licensing extension will be welcomed, though. I would think that most neighborhood bars will come back rather quickly from this, it's going to be interesting to watch. Those with high fixed costs (big mortgages, etc.), are going to obviously be hit harder. At least the ugly barmaids will start being tipped as well as the good-looking ones, providing they both have to wear masks.

Oh how cruel, but funny!!!

What the Illinois legislature did isn't a lifeline. It's a pathetic effort to placate this group that are rapidly going broke. Now the politicians can make the weak argument that they're doing "something".

Who's going to order a single drink or two from a bar and wait to have it delivered when they can fix that for themselves at home? That drink will cost them 4 times or more what it would cost to make it themselves. People go to bars (and to some extent restaurants) to socialize and to get drinks brought TO them while they're doing it. This part of there legislation is a joke.

The extending of the liquor licenses coupled with the delaying of the fees IS a positive step. At least that makes sense.

All these rules are ridiculous. You can get a 30 minute massage? So you can't get the virus if you are there 30 minutes or less? More and more, it is sounding like these people have no clue what they are doing. AND they voted themselves a nice raise.

Hey, at least they've finally acknowledged golfers are no more or less likely to get sick and die if they use a golf cart (only one per cart, naturally) or a pull-cart versus carrying their own bag.

And soon we'll be able to have up to 10 people in a boat! So it''ll be A-OK to stuff 10 people onto a pontoon boat. But put 11 people on the on the Odyssey II and suddenly you're breaking the law and endangering the health of your community because the science said so.

Never mind thousands of local boat owners have their boats stuck in dry dock because there are no scheduled bridge lifts because the city won't open the harbors. So even those who have harbor slips outside the city can't get their boats to them.

The post-30 day shut down and phased reopenings are a complete joke. These bar lifelines are a joke. Lightfoot and Pritzker are a complete joke. Never really respected Pritzker. I had a lotta respect for Lightfoot but after her quarantine haircut (while telling the rest of us to shelter) and keeping restaurants shut down past this weekend I want her gone. They both have destroyed the Illinois economy for nothing.

Open everything back up and let people decide what they're comfortable doing.
