Throw a dart at the map.
The entire south of Idaho is prime habitat for upland game birds.
Bird populations vary a lot by species. The best way to learn which species of bird has better hunting is to check with the Idaho Fish & Game Dept.
Idaho is active in trying to keep the game birds thriving. They very often restrict the hunting of one bird and not another, and their rangers are active as well. If caught with a restricted bird, a hunter here can face some pretty drastic fines. Hunting season varies zone by zone here; some open and close earlier than others, and in some, particular species cannot be hunted at all.
Right now, the Sage Grouse is being protected, and permits for the grouse are very restricted in it's prime range. This is an example. The same has been applied to pheasants and other highland birds.
The same goes with big game. Fish & Game is very helpful in informing hunters, and it's always a good idea to check out the permits carefully, as current restrictions are always printed on them.
