Just thought I'd post to this group, having helped DoJ Civil Rights Division investigators produce Findings that Portland Police engage in excessive and unconstitutional use of force. I want readers to understand the value of community participation in keeping one another safe. Offering 'Know Your Rights' training, particularly when it explains how to report misconduct, can be important. Communities that encourage photographing police encounters, particularly those who provide a virtual 'drop box' such as the ACLU has introduced in NYC - so victims' lawyers can access evidence of wrongdoing - improve public safety: public instances of abuse decline as officers become aware that neighbors are looking out for one another.
