Interstate 585 is a spur route of Interstate 85 connecting to Spartanburg.
Since I-85 was relocated to its current alignment in 1995, I-585 has not been directly connected.
The stretch of US-176 from its full diamond intersection with I-85 to the at-grade intersection with Fairforest Road and Upper Valley Falls Road is a boulevard. Long term plans call for upgrading this stretch to Interstate Highway standards and revamping these interchanges.
Recently this week, land has been cleared at I-85, US-175 and Fairforest Road. I am unaware of immediate plans to complete I-585. I assume this site would give right-of-way to future construction.
Interstate 585, in its completed form, would be over three miles from Interstate 85 to McCravy Drive. Construction costs could have been minimized when Interstate 85 was routed to its current alignment and a proper interchange with Interstate 585 was constructed instead of the full diamond at-grade interchange in place now.
It seems like a short highway, but it is the final phase of Interstate 585's purpose.

Wonder who is paying for it now? The taxpayer or the insurance company of the equipment driver that took it out yesterday. I am assuming the later.

You'd probably be assuming wrong.
That's my guess, at least. The bridge was due to be replaced.. All this has done is move up the timetable a bit.
If you have an old car, you know you're going to have to buy a new one, but before you do, someone totals out your car.. Their insurance doesn't buy you a new car.. They still just pay the value of the old one.
I'm sure the truck drivers/companies insurance will be throwing in some money, but I doubt it will be a significant part of the cost of replacing the bridge.
As funding is allocated to replacing the California Avenue overpass bridge, I wonder what funding is available to replacing the Boiling Springs Road (SC-9) bridge and improving the interchange. Something needs to be done with the auxiliary lane for entry traffic from US-221 to I-585 north and exit traffic from I-585 north to SC-9. If the Benson delearships and Uhaul can relocate for new entry/exit ramps, the interchange improves significantly.
South Carolina Department of Transportation will begin accepting bids for the replacement of the California Avenue overpass bridge over I-585 in April. Construction is expected to begin in late June.
The new bridge will have a clearance of 17 feet. The previous bridge had a clearance of 13 feet and 10 inches.
The reconstruction of the Interstate 585/California Avenue interchange is underway. Both exit and ramps off and onto Interstate 585 are closed.
