Batteries for electric vehicles, in order to be truly green, should only be recharged using non petroleum, non fossil fuel and non nuclear energy sources.

What's wrong with nuclear? It's probably the greenest energy source we have. Wind and solar are not exactly "green" when you look at the entire chain.

Environmentalists and liberal governments are considering only "tailpipe emissions." That means that without tailpipes there are no emissions. The source of the electricity, other emissions in the manufacturing of the batteries and cars, the increased tire wear pollution and toxic pollution from battery fires are just not on the table for them.
It's easier to regulate emissions from ten power plant smoke stacks than from a million ICE vehicle tailpipes.
Natural Gas power plants pollute, but not as much as coal power plants, or perhaps as much as a million ICE vehicle tailpipes.
Power plants can eventually be switched out from fossil fuels to green energy, but if we never change the vehicle fleet from mostly ICE to mostly electric, we'll miss out on pollution and green-house gas emissions reductions.
OPEC doesn't control the price of the sun or the wind. (Someone might be able to control the price of nuclear fuel).
