Costco will cash the rewards certs without buying anything fwiw. If you only use the Costco citi card for purchases I doubt you will average more than 2% in rewards. I do use it for gas but for travel the chase sapphire reserved is 3% and includes restaurants. Their points are more useful than the Costco system

nope. Sams and Walmart are very similar in brands and prices. Sams has a 55lbs dog food for $20. I can get 52lbs for $16 at Kroger. Pretty similar over $4 and 3lbs.
