Speaking as somebody who moved to south Florida in late 1974, move away from south Florida in 1988, and finally out of Florida in 1990; I can say that I-95 had always looked that way back in 80's. Yup it's been pretty bad all that time. The Democrats were blamed for it, since they were holding the Governor's seat all the way up until 1999.

The Republicans have had the Governor's seat since then. So in 25 years, the Republicans - who rightly blamed the Democrats for not getting it fixed, have - not gotten it fixed.

Maybe the GOP needs to stop wasting taxpayer dollars on banning books and vilifying men who wear dresses (but not women who wear trousers) and whining about all the things the Democrats did wrong, and spend it on fixing roads and improving traffic.
