I see just as many - if not more - FL plates in KC in the summer as any other time of year. Since KC in the summer is just as hot as Florida (maybe even hotter), that's clearly not the reason.

I think for now on I'm going to pay more attention to who is in the cars I see with FL plates. If it looks like mostly retired/elderly people, then I guess that'll be the answer to my question.

I was in Seattle in July, rented a Camry from Hertz and it had Florida tags!

Years ago Manatee County offered a discount to rental fleets on registration fees.

Don’t know if that is still true.

Nope, that explains none of it.

My observation wasn't, "Why do I see so many northern state license plates in Florida," my observation was, "Why do I see so many Florida license plates far, far outside of Florida?"

75% of the population is from "Up North" and they go home for a visit.

Some people establish Florida residency on paper. They may not actually live here enough to qualify but they can then plate the car and pay Florida insurance rates. Car insurance is rising fast in Florida but it is still much cheaper than some other states. If they are really living somewhere else and get in an accident or pulled over for a ticket, they have to be careful what they say. Officers routinely ask if the address on your license is current and if that address is not local they ask more questions. Having those things in a police report for an accident can get your claim denied and insurance cancelled.

I left a condo comlex last year that had about 50 units owned by snow birds. Very few of them were there 6 months of the year but had bills,etc year round. Many of those had Florida plates on the cars they drove down with each fall
