Default Abusive charges

Hello
This thread is old but abusive charges in Polk Co are not. How and who can I ask to audit my meter/water usage?
They want to charge me the exact same amount as last month without checking how much water I actually used. I wish there was a different supplier to encourage competition.

Take photos of your meter reading and send them to them.
