Between modern multiblade razors like the flexball power razor from gillette or the pace seven blade power razor from dorco whos a south korean manufacturer and a double edge safety razor, which will deliver a truly closer shave with so much marketing around?
Well, for me at least, the standard safety razor does the closest job, but at considerably increased chance of nicks, scrapes, and minor cuts if I don't pay close attention. The multiblade jobs allow me to shave in a big hurry, distracted, and hungover without ending up bleeding.

If you're referring to the "classic safety razor" as the double-bladed razor with an adjustable screw to tighten the head, I had several nasty experiences where the screw loosened when I was shaving my legs (I'm female) and took a nice long strip of skin off. I much prefer the newer razors that have multiple blades adjust to the skin contours - they shave closely as well IMHO.
What happened to the quality of Gillette (and other store brands) through the years is a joke. My sensor excel used to glide over my skin like smooth glass and now it makes a scraping sound. I cannot get a close shave. I tried every other multiblade on the shelf, and the same. This started after they stopped making them in the US. And the prices for this low quality are extraordinary.
DEs for sure. Less irritation and a years' worth of blades cost what a single cartridge which will only last a week does. Downside is that they're not as idiot proof. Straight edges are too fussy for me but once or twice a year I will nick myself if I'm shaving half a sleep and have the angle totally wrong with a DE. It's harder than you might think to scew up but DEs aren't completely idiot proof.

I use the Gillette disposables from Costco, with 52, they last over a year but then I only shave 2-3 times a week now. I think they were about $30 last time I bought them, and they do a great job, lasting for 3-4 shaves.

Oddly, I've had the opposite experience. When I was wet shaving, I *always* cut myself whenever I tried one of those swivelly multi-bladed disposable razors or cartridges, usually on the first or second stroke. With my German-made safety razor and old school double-sided blades, that almost never happened. I think in my case it had to do with the angle of attack. If you've ever had a barber shave you with a straight razor, you probably noticed that he generally kept the blade about perpendicular to the contour of your face, and the traditional safety razor is designed to do the same.
If you only shave every other day, or less frequently, you'll never really get a "close" shave. You need to train, if you will, your beard.
That's triply true with an electric razor. I haven't found it to be the case with multiblade razors.
