how about regulating such organizations to allow beneficiary's better control of their investments?

No. If you don't like the choices, take it up with your employer. That's who chooses the company that does your 401k.

They are regulated. If they're not following the rules of the plan, that would be an ERISA violation and the DOL would be in charge of getting things right.

If they are following the rules of the plan, take it up with your employer.

Exactly. Plus, many employers choose the 401k provider on the basis of what keeps costs the lowest for the employer, not what's best for the employees.

Most plans allow changes in investments to be made online easily enough. But you shouldn't be changing your investment options or the amount you invest monthly with any frequency. Have an investment plan and stick with it!

Which is a good argument for keeping it where it is. Nothing is yielding much these days, but if you are stil working it's a good time to pick up assets at reduced prices.
