Hand Commands (chihuahua, dominant, attention, stop)

I have a dominant female chihuahua mix newly introduced to my home, Chop-Chop. She's started to control the slightly older female chihuahua mix, Muffin, and nips at Muffin when she gets attention. I've trained her to stop when I raise my hand like this . Now that she responds to this when nipping Muffin, Muffin has a nip of her own when Chop-Chop gets attention. When I do this Chop-Chop stops, but I really want Muffin to stop. Should I use another hand command for Muffin? Should you have separate commands for different dogs that are together all the time?

I have always used the same hand signal for all the dogs. If they are both right there it could be a little confusing for the dogs if your doing two different signals, I know it would be for me.
