I find it hard to believe a couple of medium sized dogs can tear off the front end of a car like that.

Why wonder about a scam? Previously installed cameras recorded the dogs attacking the cars.

They seem to think that the dogs were after a cat when they went into the lot and began tearing bumpers off of cars in an effort to get the cat - presumably the cat was hiding in the cars?

Wild that dogs would do this but dogs can be pretty destructive if not trained properly and left to their own devices.
