You may want to check out Emily Larlham's Kikopup YouTube channel. She several videos on different sorts of barking issues and anxiety. She shows how to diagnose the causes and how to use clicker training and other methods to fix those issues.

Do you have any info as to why the dog ended up at the shelter? Just wondering if he was surrendered due to the barking….

It's possible, but IME many people dumping dogs at shelters aren't truthful about why. They dream up some BS sad story so the shelter staff will be sympathetic instead of making them feel guilty.

We had to give up a gorgeous, 7-month old German Pinscher puppy because he wouldn't stop barking when left alone. In desperation, in the last days, we put an electronic bark collar on him and in less than 4 minutes the behavior ceased completely. Monty lived with us until age 14, and he never barked again unless barking was called for, like when someone bangs on the door or tries to climb over the fence. He knew the difference.

We only used the collar three times in 14 years. Give it a try. And make sure to adjust the shock strength on your own bare leg or arm before placing it on the dog.

Update - It's definitely resolving. He's been with us for awhile now and clearly feels more comfortable. He's super sweet and gets along well with our other dog... so we foster failed.

Our 3 YO Cavalier spent his first year with no barking neighbors. We moved and now have barkers on one side and across the street. He still doesn't bark (very often). His little brother Cavalier who 'grew up' with the barking neighbors will join right in. And occasionally he'll go out and start the barking. Not incessant by any measure... but waaaaay more than a typical Cavalier.
