Hmmmm, we have a pocket beagle that does this occasionally. Never thought about that being the cause but she did have a throat injury when she was young. She will also occasionally start hacking for lack of a better term. Vet said there is nothing they can do and it's not a big concern.
As far as the injury goes she was playing with the larger dog and her collar got hooked onto the other dogs bottom jaw. She must of spun around and the collar formed a figure eight with one loop on the dogs jaw and the other around here kneck. Would have been dead dog if no one was there because she was gasping.
