That dead zone would have still been there. You would still not be able to walk or bike through much that area because it is blocked off by the expressways. Even if it would have been built with walkability in mind, it likely would never have generated foot traffic with those expressways there.

I should have pointed out in my original post that on the other side of the expressway is a largely abandoned housing project.

I understand that this is a bizzare placement for an office park. But, I'm happy that there's at least a building on the land. A suburban office park is much more attractive than a giant vacant lot.
