One of my friend at work has recently came to US on immigration and working in Dallas for little over 6 months now. She wants to build her credit and got rejected for credit card by Chase Bank due to no credit history.

Is there a local credit union which allows people to open an account (checking / savings / CD) with a minimum balance req. but also lets you have a credit card so you can build a credit history?

Bank of America allows people to open checking accounts even with ITIN numbers. They also have those secured cards to build credit history. Our coworkers on work visas did that when they just arrived.

I think those cards require Annual Fee. It would be better to find a card with low starting credit limit without any annual fee. Is there one which is offered by bank or local credit union? If needed, opening a new checking/savings account with them is not an issue.

I agree, anyone with no credit can get a secured credit card to build up credit. It's very easy. I got one at my credit union when I was younger and had no credit. It had a $500 limit, but allowed me to build my credit up.
