I know I will get a lot of flack for saying this but I believe every State, County and Municipality should charge at least $10.00 for free spay and neuter fees. Put it in an account just for that. Make spay and neuter mandatory even and especially for strays and feral cats. This is the point we are at now because of so many irresponsible and selfish people.
