SF, NYC, Chicago, Boston, and DC are always said as having good PT. What other cities could be considered to have good PT? Most residents in most other cities would own cars, but in what cities could residents regularly take rail or bus lines for common outings, but use a car sometimes as well?

Philly should belong to the obvious side for this one I think. Pretty much everyone knows it has decent public transportation, although not very well maintained.

Why is Philadelphia on the same list with those cities? Philadelphia's public transportation is worlds ahead of any of the cities mentioned.

Maybe B/C Philly isn't as popular as the other cities mentioned..

The Twin Cities may gain respectability in 15-20 years when we have a network of trains/subways but it's still in the very early stages of development right now. Currently all that's running is one light rail line with a heavy rail line connecting the northern suburbs opening in November and another light rail line opening for service in 2014. Beyond that several other projects are in the preliminary planning stages. Currently the public transportation is far inferior to Philadelphia based soley on that posted metro map.
