Most states have a program providing for assignment of high risk motorists minimum liability insurance, at a higher price but without collision, comprehensive or uninsured motorist. In you state, try:

I suggest finding an Independent agent, and not join the high risk groups if possible.

An Independent agent will have the ability to shop around your policy and can almost always find a likely insurer.

Additional comment:
Beaty Insurance is the first local Independent that came up in a google search of your area.

If that doesn't work call some independent agents to find one that's certified for TAIPA (Texas Auto Insurance Plan).

Insurance aside, your daughter needs a driving class/coach to learn how to operate a car more safely. Is she paying her own deductibles and other expenses arising from all these accidents? If not, maybe she should be. An empty bank account can be a very good teacher.

Sorry, she has been in too many accidents and you only want to get liability coverage? If it was me.. I would tell her to start riding the bus. Seriously not trying to be rude.. but lets think about the other drivers on the opposite end of her driving.

If you're paying for her insurance, stop. Her skyrocketing rates will cause her to rethink her driving style.
