That's not true. The drought has always been based on rainfall and groundwater data and was declared over at least a couple of years ago bc of all the rainfall. We are not in a permanent or current drought.

The problem now is that Southern Californians were a little too good about conserving water, and now the demand for water has plummeted fifty percent per capita so that the water authority isn't selling enough water to cover its operating costs anymore. So I'm not sure that increasing supply with more reservoirs is going to do the trick anymore -- it'll increase operating costs without increasing demand.
