I can't speak to SF, but LA definitely has more job opportunities than SD. SD has a lower unemployment rate, but they also have a much more educated population. Regardless of that, LA is also something like four times the size of SD and has a much more diverse economy.

Question is too vague.

For what field?
For how many years experience?
For what salary range?

Each city could lead depending on specifics.

Also, what does "strongest job market" mean? Most job openings? Most job openings per capita? Lowest unemployment rate? Lowest number of people unemployed?

Good industries are technology, military, tourism, health care, and research. The education and health care fields are also prominent in San Diego.

Average Salary: San Diego
$56,410 as compared to USA $50,620

My friends from SD said life has been quite better especially if one works on these industries, but over-all thriving.
