Single chick moving from Louisiana to ? (affordable apartments, home, living)

Hi, I'm a single black female who wants to leave her home state(Louisiana) and move some where which is:
- 420 friendly
-low cost of living
-pretty safe
-plenty of jobs
-affordable apartments
-cultural
Also I have no kids, and I'm 24.
The picks I came up with was out of Portland, or Seattle.
Please someone, I really need some help to pick one!

You're in the Calgary forum. If you want an opinion on Seattle or Portland, you should post in those forums.

You are not going to find low cost of living on the west coast, especially if you're used to Louisiana - Portland and Seattle are through the roof. Any place that has lots of jobs means lots of people and is unlikely to have affordable (desirable) apartments, it's basic economics. Either of the places you mention are going to be a shock if you're from Louisiana.
