In Texas we only have to yield to pedestrians at the crosswalk. If you stop your car in the middle of the street to let a pedestrian cross you are going to get rear-ended some day.

Yielding to pedestrian might not be a written law, but it is a courtesy.

Ofcourse you don't stop on a busy/big road. But it's good to yield on a small one-lane/community/residential roads.

So ... the general idea is to go ahead and hit the pedestrian with your car rather than risk being rear-ended by another car?

In a residential area the rules are different but in a city pedestrians should use crosswalks and follow signals. I will be the first to honk at a moron on foot running across the road or the moron who stopped to let them cross.

Sure, if they shouldn't be there, they shouldn't be there, and sure, there are traffic rules.

That's different, though, than proposing to run someone down (and potentially or likely injuring or killing the victim) because he/she was in the road at the wrong time -- for whatever reason.

If you ever run into a pedestrian when you could have avoided it, you will be liable regardless of your opinion on who had the right-of-way.

In California, there is no law that pedestrians have the right of way any place they please. They must be at a cross walk or a corner. If you are upset because someone from California stopped in the middle of the block for a pedestrian, don't blame it on CA law; it was the personal decision of the driver.
