Arizona has had a financial tailspin with the school vouchers - originally for needier families but now made use of by well-to-do parents letting taxpayers pick up the bill which parents used to pay themselves.

If I'm understanding this correctly, the richer parents, who didn't need the financial aid in the first place, are taking advantage by spending on unrelated luxury goods. And an attempt to rein in that waste is failing.
