Are you suggesting that just because scofflaws don't follow the rules those rules should be abandoned? That's called anarchy. Consider that if some speed limit is actually
posted it makes it a little easier for law enforcement to make citations stick, because the violator will have a much harder time claiming they didn't know. Imposing a rule on a specific portion of a road is one thing. Actually following through and
enforcing that rule is whole different problem.
