A big difference exists regarding winter impacts on the US dependent on whether it is a weak/moderate La Niña compared to a stronger La Niña.

Very true. Stronger usually means more torchy

Stronger El Nino AND La Nina events in the winter usually mean hardly any winter weather at all for the Lower Midwest and Upper South as temperatures are often well above average.

Was 2010-11 and 1973-4 torchy? NYC area was intermittently torchy and frigid in 1973-4. 2010-11 was frigid through end of January, a bit torchy from early February on. 1988-9, after a cold start to December was torch-dominated, with a few colder outbreaks.

Weak ENSO periods and neutral phases are similar. They each often mimic the last strong phase. For example, though 1983-4 and 1998-9 were nominally Niña they both behaved a lot like the preceding strong Niños. 1989-90, follow 1988's strong Niña, continued to act in a Niña-like manner for a time. The ENSO phases are a lot like a pendulum. It rarely stops.
