When we lived in Glover Park around 1980, we ate a wonderful salt-crusted whole seabass. It was in a restaurant in what is now the Glover Park Hotel. Is there anything like that in another DC restaurant.
We had a wonderful experience living in Glover Park where you could walk to groceries and restaurants. Public transit was convenient, if you don't mind buses and taxis.
Seabass was either banned entirely or highly restricted maybe 20 years ago due to overfishing.
Maybe still is. Doubt you'll find it.
There is a Giant Chilean Seabass which is endangered. It goes up to 200 pounds. The fish we were served for 2 people was 4-5 pounds. The K Street restaurant was serving Branzino which is a European fish of the right size. I am relieved. It went well with a bottle of Pinot Grigio if you are interested in trying it on a date night.

It's well-documented that many restaurants state they're serving you a certain upmarket varietal when in fact it's something like Swai, Tilapia or farmed Salmon so it's possible "Sea Bass" is something else.

Agreed. But when you serve the whole fish, that is hard to disguise. When we had it in Glover Park, the server asked if we wanted the head, and lifted the salt and skin layer off. The head has a pouch of very sweet meat. I hope Fiola Mare does the same.
BlackSalt in Palisades is top-notch for whole fish; you can choose the fish you want from the market counter in the front. El Presidente in Union Market has whole snapper and branzino on the menu; the snapper was great at its sister restaurant LMNO in Philadelphia. Down by the water, Salt Line and Del Mar are solid. I haven't actually tried the whole fish at Rappahannock Oyster, but now I want to.
Many Chinese restaurants do a marvelous job with poached whole fish; IIRC China Garden in Rockville is a good choice.
