I've tried asking in the Earth user group, but never got any answer.
It's pretty simple.
On my phone, I can slide two fingers up and down the screen to adjust the tilt of the display, and I can twist two fingertips in the middle of the screen to make the display rotate, i.e. change the direction of view. And on my Surface tablet, the keyboard controls work fine. But if I don't want to use the keyboard, then there seems to be no way of controlling the display in Google Earth, other than the fact you can swipe up, down, left, or right to pan the display. You can also use the search window and virtual keyboard to move to an entirely distant location. The zoom icons work fine. But I can't figure out how to tilt or rotate the display.
On my iPad, rotating is same, 2 fingers turns the image.
"Tilting" seems to work if you select the 3D icon when it appears, then use 2 fingers to rotate or zoom in/out
This does work if I'm using Google Earth in the browser, which I just found out. I can definitely live with that. In the app, on the other hand, the 3D/2D icon isn't there, and anything done with two fingers doesn't work.
No, I downloaded the free app from the Apple Store. It runs as an app, not in a browser.
The 3D icon does seem to come and go depending (I think) on how close you are zoomed in.
I haven't used it a lot on the iPad (prefer to use my desktop Mac), but it seems OK on the iPad.
