I wouldn't attach too much value to one (very questionable, might I add) victory. Russia wasn't helped too much by beating Spain and nearly getting into the semifinals of the previous WC, for example. China had also been in the WC around the time it made a huge investment into its domestic league and attracted similar levels of talent to what Saudi is attracting today. It didn't last because there's no true football culture (academies, etc.) there and the level of competition is low. One of the problems for the current Euro stars going there is going to be national team visibility and eligibility evaluation. If you're Ronaldo, you've got enough credibility to keep making the Portuguese team until you basically say you no longer want to play for them. If you're Ruben Neves, though, playing against lower-level competition? I wouldn't be so sure.
