I think I read that about half have been declining offers of shelter. Even if they do, they can't be in certain areas.

Unfortunately many of them would rather be in the streets. It's easier access to drugs, food, money, etc......It blows my mind how so many of them would rather trade an indoor bed for drugs.

And this is the part they really need to enforce, consistently. If you can't force them into shelter, then they shouldn't be able to foul up the public spaces for everyone else.

That's probably the drugs making that decision. That's why we need a way to force them into treatment.
