It is not widely know, but the Maggie Walker Community Land Trust is also a place to contact. Despite the name, it's open to all races. I have an acquaintance who got a home through them - a nice renovated bungalow near Maymont.

Have you looked into any of the programs specifically for teachers, first responders, and veterans? We have the Palmetto Heroes Program in SC. I believe Virginia has a few different ones as well if I'm not mistaken. Our state program offers up to $10k in down payment assistance and reduced rates for qualifying borrowers. Not all lenders participate and funding is usually limited on a FCFS basis, so it may be beneficial to shop around if you're looking to make a move soon.
