In the 1930s, Franklin Roosevelt introduced a welfare program into the New Deal. It was for mothers who didn't have a man in the home. The program was administered by the states though. And in the South, Blacks were often denied the ability to participate in such programs. No man in the home and you were Black? You had to work.
The thing is, excluding most Black women from ADC (the welfare program under FDR) didn't prevent Black Americans from having the highest rates of fatherless homes. It didn't prevent the highest rates of out of wedlock births. One reason putting the blame on welfare is disingenuous.

But then ANY woman should be able to afford to raise a child out of wedlock - rich or poor.
The question is - where does this woman suppose to take funds to raise this child if she is poor, since she can't work while being pregnant/nursing/taking care of the baby? If father is not legally obligated by any laws to stick around/to pay? Or if he simply doesn't have funds?
Who is going to pick up the tab then?

And that's precisely what happened by the 90ies.
Plenty of people realized what happens with State/Federal budgets, when single mothers are paid a monthly check to stay at home and to raise children until they are five ( or whatever that age was.)
