Nope, that's not it. To be annoyingly nitpicky about it, it means exactly what it says. Wolverines are in fact the largest member of the weasel family that spends its life on terra firma. You've forgotten all about aquatic weasels...sea otters are physically larger than and outweigh wolverines (an adult male can weigh 100 lbs). The Amazonian giant river otter is also larger than a wolverine (up to 6' long, over 70 lbs), but IMHO river otters are only partially aquatic. They den, roam, and even hunt on land to varying degrees.
