Is the gateway tunnel fully funded?

All the documentation has been submitted, per the GDC's announcement, and the funding funding agreement is expected in June. Meanwhile, two contracts for the Palisades and Manhattan segments of the tunnel are under procurement, and the Hudson River Ground Stabilization contract (to strength the weak soil in the riverbed where the tunnel goes under the Hudson) has begun.

So it is not funded yet.

No. As I said in my post above, the final required docs for the FFGA have been submitted, but if approved, the FFGA won't be in place until June.

The FFGA is supposed to be finalized in June, might be July.

Procurement of some of the contracts is underway in anticipation.

Some work has already begun using funding from the states.
