Except we went from non-retractable to retractable. It unfortunately makes sense that The Big O's new roof be non-retractable since the annual maintenance costs on a non-retractable is cheaper.
I remember back in the day seeing the Montreal Expos play a ball game there and remembering that it was probably the worst place I'd ever seen a MLB game. Poor lighting, wretched sight lines, weird willowy roof. And yes, I know it wasn't built specifically for baseball. But it was definitely showing its age even back then.
If the roof is falling apart, I'd vote to just tear it down and build a new domed stadium that could host soccer, football, track, and concerts year-round. I suspect you could do that for ~$870 million, Canadian.
The thing is that I don't know: Do Montrealers have a specific sentimental thing for the place? Is it a landmark they'd miss? Would it be like tearing down Wrigley Field in Chicago or would folks feel like something new would be a blessing?

The tower is definitely a landmark, and can be seen from miles and miles away. Tearing it down would create some sort of uproar. The stadium itself is junk. I doubt that most people would miss it.
I'd say, destroy the stadium and build a new, multipurpose one, and keep the tower. Incorporate the new stadium design into it.

Maybe just redesign the seating layout within the confines of the existing structure. It has to be the most maligned building in a benign kind of way. It’s like the Dark Prince’s castle; it attracts and revolts simultaneously.
I used to go to a private high school in the seventies, and Insaw the whole thing being built thru my teenage years. Sherbrooke street was closed off for a number of years. There must have been 20 or thirty cranes at one point on site…
I’m disappointed that nobody came up with a proposal to do a hard retractable roof that could hover above the oval atrium. They may have tossed the idea about and found it impossible or too costly.
