Thurs 28Sept - Invest 91L right behind Philippe has developed a low level center near storms. Satellite estimated winds 40mph(65km/h), moving NNW 10mph(17km/h), pressure 1005mb. NHC has it moving generally WNW then turns more NW.

Bumping into Philippe now, their interaction may help lead to both moving generally North next week. Mixed conditions for development and their interaction doesn't help. NHC has tropical storm for the next 5 days.

Long Island NY is getting hammered with Flooding. Mostly parts of Nassau County. I live in Suffolk but not sure how bad the roads are because I am still at work. Governor Hochul issue a state of emergency for LI. I heard NYC roads may be flood too
