Long Island (NY) has a many longstanding limited-access high-speed parkways that have no signed* numerical designation and have never been known by numerical designation: the Northern (aka Northern State), Southern (aka Southern State), Meadowbrook, Wantagh, Sagtikos, Sunken Meadow, Heckscher, Bethpage, and William Floyd - and NYC has a ton likewise though I can't recall which NYC parkways might have some parts that are numerically designated connections.
* NY State later assigned numbers for what might be broadly called bookkeeping reasons, but that would come as a shock to most users if they were to encounter them on the road or on maps.
Same with the Hutchinson River Parkway, FDR Drive and Cross County Parkway in New York. I think the Hutch may have had Route 1-A briefly (it was built to take traffic off of Route 1). Also there is the so-called Heathcote Bypass in Scarsdale, bypassing Five Corners and Route 125. Parts of the Henry Hudson are designated 9-A, parts are not. Numbering of exits also came late to this area.
Another parkway in the area that was built about the same time (in the post WW2 boom) and managed by the National Park Service is the Baltimore-Washington Parkway. It is a four lane limited access road that connects downtown Baltimore with downtown Washington, DC. When driving on it, it feels like you are in a national park because all of the road signs are brown and the bridges are made of stone, and the newer bridges are made of moulded concrete made to look like real stone. No billboards are allowed and all you can see is woods, because it is protected parkland. There was a state proposal a few years ago to widen it to six lanes, but it was defeated because they did not want to destroy the scenic character of the road. The road never had a number, but in recent years they gave it the number 295, but not interstate 295, probably to make it easier for visitors to the area to see that it is an alternative to I-95 which pretty much runs parallel.
Thanks. Google Maps put me on that road on Thursday night (May 9-10) and I was wondering what it was.
Maine has a couple of these roads south of Portland: The "Scarborough Connector" which runs from U.S. Route 1 to I-295 and "The Maine Turnpike Authority Approach Road" which connects U.S. Route 1 with the Maine Turnpike. Both roads are all on/off ramps except for their terminuses at US Route 1.
Location: northern Vermont - previously NM, WA, & MA

Storrow Drive in Boston. It's slow and windy but free of traffic signals when coursing through the tunnels and ramps with easy access to the Back Bay, Fenway, and Cambridge. It's signed as MA 28 for a short segment of it, but locally the route # is fairly meaningless.

Bryan Blvd in Greensboro is an expressway in Greensboro NC that stretches from downtown to the Urban Loop. Its 5.5 miles long and has a AADT of 34,000. When initially completed it stretched for approximately 8 miles and went to the Airport but when they built Interstate 73 they just routed it along the western most part of the expressway and eliminated the Bryan Blvd from that particular stretch of road.
There is a highway in Scranton called the Central Scranton Expressway by the locals, even after the official signage was changed about 2 years ago. There is a grass roots campaign to change it back.
GA has a few that are county maintained freeways with no route number.
- Harry S Truman Parkway and Veterans Parkway in Savannah
- Ronald Reagan Parkway in Gwinnett County
- A portion of Sugarloaf Parkway also in Gwinnett

There's also a portion of Wendover Ave in Greensboro that's freeway as well.
Lake Ontario State Parkway? The freeway section is brief but I don’t recall it having a highway number assigned to it. This would be from Rochester west along Lake Ontario.
I’m not sure offhand, but do the Kentucky parkways have highway numbers? The former toll roads, like Pennyrile Parkway, etc.
Garden State Parkway, New Jersey
Palisades Parkway, New Jersey
*part of the* New Jersey Turnpike, New Jersey
