It doesn't fulfill your entire list, but Fargo, ND would be worth considering.

While the snow is hit or miss I think a smaller town within commuting distance of Iowa City could also work for you. Such as West Branch or Washington. If you are willing to live in a neighborhood which is rougher around the edges and/or buy a fixer upper you might also find a bargain in Cedar Rapids (but that would be in town, not on a larger lot...)
