Not always, there are plenty of cases where the lesser-funded candidate beat one with more $$.
Still, in a close race, the extra resources can make a difference.
You still think it's a close race? If the election was held today, Biden will be lucky to win 20 states.
Joe is in trouble. In 2020 his average lead was +7 and he only won 25 states and 4 of those by less than 1%. Today he is -2. You know what does a 9 point swing does? and you think money will fix that?

Does more money mean more votes? Not a smart-ass question. I am really curious.
Indirectly more money can mean more votes. More money allows a candidate to appear more often in rallies, and/or put up more advertising that keeps the candidate fresh in the voter's minds.
That's especially helpful late in the day, just before the election.
