At first, it looked like a suicide attempt to me, but it's possible he fell asleep at the wheel, causing him to cross that entire intersection against traffic. Then he woke up and tried to correct the problem, and ended up over-correcting. I don't think he should be arrested; I think his employer and supervisors should be investigated, and something done to prevent scheduling drivers for long shifts. Maybe the transit authority lacks drivers, or the funds to hire more.
I think that's what happened, too. It's Russia so who knows what the employment conditions are like there. Maybe it's normal for them to ask workers to work with very little sleep.
HE was arrested?! What about his employer or manager who scheduled him for work that day? Or whoever allowed him to take a bus out after such a long shift the day before?

It is Russia, an authoritarian state where blame is placed individuals rather than the collective whenever feasible. I am holding the belief that the driver was overextended beyond his capabilities due to workload or improvised scheduled.
I understand the USA vs Russia thing especially after the start of the Ukraine War. Since then, anything that is said about Russia that isn’t critical of the place and its people is often seen with suspicion, as if that means you’re pro-Russia in the Ukraine ordeal. I think it's the whole business of him having just worked a 20 hour shift and was back driving a bus with little break between shifts.
Yes, they get rest periods AFTER those long shifts.
Many follow the Kelly schedule:
It consists of a 9-day cycle where each team works one 24-hour shift, followed by 24 hours off duty, works another 24-hour shift, followed by 24 hours off duty, then works a final 24-hour shift, followed by 4 consecutive days off duty.

USA CDL drivers are under federal regulations for hours. 14 hrs max in 24 hr period,
also a weekly max. with defined and documented mandatory rest period .
A number of countries (and certain parts of the US) have a lot of corruption and bribery so they don't really follow the rules or proper enforcement etc.
Occasionally something comes to light and then some folks get in trouble but it's rarely the big fish up the food chain.
