There are a couple of Facebook groups for owners of asthmatic cats. My sister's previous cat sat still for an inhaler, and Facebook groups were where my sister learned how to administer the "puff". But there was a lot of foreplay involved - treats, heated blankets, skritches. She'd time the inhaler for right before feeding time, because this cat was incredibly food motivated and knew she'd get her dinner after her "puff". The inhaler did help with the asthma, but that poor cat had other health issues, too.
