There are two primary causes of positive population growth within the US in this day and age: Either an increase in jobs or an influx of retirees (or both).

Baton Rouge is 55% black.

Investors with money to spend and capital to invest don't want to live in a place like that if they're not already from there.

Northern retirees are way too scared of a place like that.

So you're not getting the companies relocating there from other regions, and you're not getting the retirees.

The result is flat growth.
